Fuller Long are delighted to have assisted with a project in Staines for the restoration and redevelopment of a grade II listed building to provide seven new residential units.
Our team of experienced heritage consultants were commissioned to produce a detailed heritage statement to accompany the application which was submitted to Spelthorne Borough Council. The proposal involved the erection of a three storey high rear extension and restoration of the principal elevation of a grade II listed building located in the Staines Conservation Area. The property, which was constructed in the early 19th Century, is a three storey town house with a ground floor retail unit which was vacated in 1990 and is now in a derelict state.
The scheme presented a number of complexities, including the potential impact to a further four heritage assets in the immediate vicinity. Our team, led by Virginia Gillece, put forward a robust case for the restoration and extension of the house by demonstrating how the proposal would provide a continued use for this heritage asset which would also prevent the building from falling further into disrepair. The key to achieving this was to thoroughly assess the scheme against the NPPF and relevant policies within Spelthorne Borough Council’s local plan, including policies EN1, EN5 and EN6, the latter two of which refer to buildings of architectural and historic Interest and conservation areas.
Having reviewed our statement, and the accompanying documents, the case officer concluded that the less than substantial harm to the heritage asset was outweighed by providing the property with an optimum viable use, thus saving it from loss. The scheme was therefore given full planning permission and listed building consent.
